ci(docs): add path filter and prevent mid-deploy cancellation
- Trigger only on website/ and workflow file changes to avoid
unnecessary redeploys from unrelated pushes (e.g. Renovate)
- Set cancel-in-progress to false to prevent wrangler deploy
from being interrupted, which left the site stuck on "Deploying..."
